Clearance rule to component specific board cutouts

I have a problem with a clearance between some nets and a cutout I have for one of the components. Is there a query that allows me to select the cutouts?

There is a InRegion() query that might be useful but I do not know how to address the cutout areas with it.

Just to specify, the problem arises from using this rule:

1) InNetClass('HV')
2) NOT InNetClass('HV')

If I remember correctly, cutouts are "Regions" so you would have to set up your clearance rules accordingly.
