That's the standard non-inverting use of an opamp. IN is the input, OUT is the output, VDD is the supply voltage and G is the gain.

What is your task exactly? What does it have to do with Altium?

Are you supposed to analyze the circuit? Make a PCB? Simulate it?

What is the intended function of the "LED"?  I don't see one on the schematic.

Is using Altium your idea or a part of the class project? 
Seems if you are learning Altium before learning schematic symbols and op amp function,

Cart Before the Horse University may need to rethink their learning plan!
