Any idea what this chip is?

This is just out of curiosity...  I'll probably never use it     This came from a box-o-junk, where it 'could' be related to CRT TVs.

The package says is a TI 96C61XM, but I can not find it on their website.  The bag was dated Dec 1999.
Also the packaging looks odd:  E.G. pins cut off the end, and it looks like its badly molded.

This bloke reckons they are an opto-coupler.
