Honestly I don't trust any lamp manufacturer anymore. They all write appliance class II / Schutzklasse II and CE on their shit, but often insulation and cabling is of piss poor quality, independent of (supposed) country of origin and brand name. It has a mains cord, it gets a new one and the case is PE'd. It is for permanent installing, the case is PE'd. End of discussion.

Re. the actual topic here, these look like the vintage brass E27 sockets still sometimes found in cellars around here. The outer brass shell isn't connected to anything or PE, there is an inner threading insulated by a bakelite or ceramic insert. I don't think they're "finger-safe" though. So maybe nothing to let little kids play with. It could also be the case that these lamps are actually low voltage lamps and the lamp base contains a transformer.
