Build a battery pack with a pcm/pcb...

hi

i would like to build a battery pack with li-on 18650 at 3100mAh.
i will do a 4S4P

so the pack will 14.8V Pack, 12.4Ah

Battery will be used for a led at 12V and 2.4A.
A driver will be used.

when i check on this http://www.batteryspace.com/pcbfor144v148vpack.aspxfor a pcm/pcb, there are a lot of choice.
i want to use one who support Balance Function.

i saw then they manage different Continuous Discharge Rate(A) and Max Discharge Rate(A).

how to know how to select the one i need?
