can anyone change a bxl library file to an Eagle library file?

the above url is to a BXL file from the manufacturer, who suggests using ultra library to transfer this to a Library file for Eagle, unfortuantely i dont have the software, and the free version does not support exporting..
 
is someone able to change this file into an eagle library file for me please..

and the chip is not already available on eagle..
