Fluke 8600 multimeter

Receantly I  was given Fluke multimeter 8600 A , instrument is power  displey is  flickering but all digits are  ON,  function switch is (mechanicaly) OK, I switch in DCV option  and  shorted  Imputs DCV ( High and  LO-DCV  )  display show  all zeros,  I conected 1,5  V (batery sorce) dipslay  started to blinking. The same sitation is in ohm  and AC functions.
Does anyone can tell mi what kind of  defect is.
 Im doubth about ROM  IC  ( SN7488 AN  designated on Schematic).
