Charger Circuit for Ion Lithium Battery and a usb output port

Hey, Im new here, I am trying to create a circuit that gets a small voltage generated by a small wind turbine. After the rectification and regulation process; I need to regulate the charging of the battery and have a usb port for charging a device; So when there is no wind, the battery charges the device. Do you know any module already on the market that can charge the battery while feeding power to the usb port and when there  is no input from the source feed the usb from the battery?. Thanks
