Comparitor (LM2903) issues

I have this circuit (attached below) to act as a low battery indicator. Vcc is 5V from a 78L05CD regulator, driven from a battery supply ('9V').

Vcc = 4.9V
In - = 1.5V
In + = 2.2V
Vout = 0.7V

I was expecting Vout to be either 0V or 5V.... Obviously this will not be enough to light the led. Thoughts about what is happening? It's driving me nuts.

take a good look at the spec sheet for it, the high level output of the device itself is only rated at 1uA yes micro not milli, so its only going to be 0.7V because at that current its only just turning on the LED,

you really need to either amplify it using a darlington transistor or find a comparitor with far more current output,

upon furthur reading, flip it around, the op amp can sink 6mA when its outputting low, which should be enough to illuminate your led,
