Very unlikely, even though they're very bright, the wavelength is wrong. EPROM eraser tubes have quartz envelopes.

Yes, if left for long enough. I'm not too sure of the physics but I believe that although a specified wavelength will have the most effective erase process, there's a range of wavelengths at which photons hitting the floating gates will liberate their charge.

A UV grow light used for plants would help but still radiant flux level would
make erasure take a long time.

A CFL can erase a UV EPROM, but not the typical CFL used for lighting applications.
There are special CFLs without the phosphor coating and being made using quartz glass. Standard glass blocks the UV-C wavelengths needed for erasing a UV EPROM.
