Pairing a hobby project with z-wave products

Hi,

There are lots of home automation products available that implements z-wave protocol.  I was thinking to take advantage of existing product by using with hobby project.  For example door lock or motion sensor.  I want to know is it something we can develop or only licensed companies can?  I browsed on internet and found little help regarding protocol but did not find anything significant regarding developing a solution.
