Dual B3603 as 1st power supply

Hey,

I came across a diy power supply with 2 MingHe B3603 modules (The supply is already made) .
My question is:is it decent enough for a beginner power supply?

If it is decent, can it be powered by a transformer?(rectified and filtered)

It can be used as a beginner supply, but you should be aware that the output may be noisy. This doesn't matter for some circuits and design, but can be a problem in others.
