E-field and H-field measurment in low frequencies

Hello everyone,

I would like to measure H-field and E-field energy in low frequencies (0-100kHz). All the probes I find for those purposes are mostly 100kHz upwards, and generally oriented towards the MHz and GHz range.
Do you have any suggestions for good probes for my range OR a way of generating exact (reference) amount of energy in H/E-field so I could possibly calibrate my own sensor (inductor) for the measurements?

A Helmholtz coil is well characterised and might serve as a calibration standard, provided you can accurately control its input.

Thanks for the VLF point (I am aware of it and love the website!), but I would like to have calibrated device, so I have a reference in my lab.
