figuring out what this little board does

so I am trying to figure out what this little board is - I have attached a photo - I figured out that the center terminal is ground and that pin 6 connects directly to the terminal with C2 labeled on it (that for the cap I know but it's printed right on the trace) but I can't figure out what it does, the chip has the marking LTNC I think although it's got some crust on on it and it's super hard to read. At any rate I put five volts to it and measured the third terminal and it was five volts as well, switching the jumper around didn't seem to do anything and changing the pots didn't do anything either so I think it's maybe some sort of current regulator? That's the best I could do with my limited skill set so hopefully someone can tell me what this is.

LTNC maps to LT1616 - 600mA, 1.4MHz Step-Down Switching Regulator in SOT-23

That IC looks like a SOT-23, but it looks like it only has 5 pins and the LT1616 has 6.

Maybe check that IC again under a strong light and magnifier for the code?
