Most likely cause is a blown fuse.
To check, put your meter on ohms measurement, and using only ONE probe plugged in to the red V socket, stick the end of the probe into the A socket. You should get a very low reading, much less than an ohm. If the fuse is blown, you will get an infinite reading, the same whether your probe tip is touching the A socket or not.
An alternative is to remove the fuse and use both the black and red probes to check it for continuity in the normal way. Again, you'll get a very low reading if it's good, infinite resistance if it's blown.
