ftdi cable problems

I'm trying to use an FTDI cable. the part number is TTL-232RG-VIP-WE I'm a bit confused as to wether I need to supply is power on the 5V wire. I get an occasional LED flash on the plug but if I short the RX and TX wires I get no response back from it.

For the -VIP- cable the red wire is *NOT* power out.  You *MUST* supply VCCIO on the red wire.  It sets the logic levels so simply connect it to Target Vdd (up to 5V)

Yea that is what I thought, there is 5V coming from it if you measure but I guess it's just a pull up or something to the USB power. I seem to have it working now.

Don't know if this would work or not , but it looks like part of what I was looking for - a data & rig control for my ham radio Kenwood TS850 , I would need to add a 6 pin din on other end ?
