getting 18.6 volts from a 12 volt powersupply?

I'm still a bit new to figuring out power output etc, but this seems wrong.
Is there something I'm doing wrong or is this power supply shitting on me?

No, it's perfectly normal and to be expected. You have an unregulated power supply, which will give a much higher voltage than its rated value, when lightly loaded. Don't use it for anything which might be damaged by the higher voltage output.

The supply has little or no regulation so the voltage will be high without load, it is quite normal
for that kind of supply
