a basic starter set up.
Soldering iron or station just opt for the station as it will come in handy as you advance
solder sucker, very useful tool for taking solder off things when removing parts from boards. fairly cheap too
a basic Power supply unit can get a basic basic one for about 30 dollars, or just build one as your first project.
a multimeter is a must, and do not skimp on getting a good one, it will last ages.
if you are wanting to program ICs then get a arduino (someone else help here) as my knowlege of this is limited to less than basic
later on get scope for more advance work...
multi channel power supply later on for advanced work
a solder station is good for advanced or beginner
a desoldering station for making quick work of part removal - but ur basic solder sucker will be your best friend cheap and easy to replace should it wear out.
but i am sure there is alot more. that others can fill in. i am just a basics beginner myself.
