If you are thinking putting mpeg encoder into mcu or fpga then thats another thing. Understanding mpeg std and algorithm alone is another hair loss problem.

The Raspberry Pi has a hardware MP4 (H.264) encoder built-in... Hardware video encoders aren't rare or hard to find.
