Why do you need a manual? I presume all the buttons are labeled? It will work just like any other basic oscilloscope, just look for a scope tutorial and follow it. Or is it broken?

Are you looking for specific functionality? I bet if you tell us what you want to measure and you post a picture of the controls, we can help you.

Please show a picture of the scope. It's likely rebadged.

We don't have the manual, but show us a picture and we'll tell you what its capabilities are.

Some introductory material:

Alan Wolke (who taught most of that class) made a whole lot more tutorials that I highly recommend:
https://www.youtube.com/w2aew

And a detailed written introduction by Tektronix:
Tektronix XYZs of using a scope

Figuring out the controls is trivial once you understand the basics.

My guess it's a Pintek PS-200. Manual available on http://www.pintek.com.tw.

A lot of low to mid-range analog scopes are rebadged Pintek or Hung Chang.  Even some of the well known brands like BK Precision used some rebadged Pintek scopes.

Looks like a Pintek PS-200. Same button layout. Go to the Pintek website and get the manual.
