Grounded grid linear amp, idling grid current question?

I am restoring and converting a Henry RF generator that uses a 3CX3000A7 valve. I am at the stage where I am running filament current into the valve, running the blower for cooling, and monitoring filament voltage and current, and PA grid current. Filament voltage and current are correct. There is no drive being applied to the amp, and no output load. The OE metering shows zero grid current. Is that to be expected without any HV applied to the anode? I believe it will need the HV turned on to show any idling grid current, but wanted to be sure. Thanks.
