Is U1a in this circuit simply being used as a comparator?
There's no feedback or anything, just DC a voltage into the inverting input and a square wave into the non-inverting.

The key hint there, is the feedback loop is not closed. In most cases that I can think of, if that feedback loop isn't closed, the op-amp is being used as a comparator.
