What do you think, its
A designer's guide to Innovative Linear Circuits by Jim Williamsa good book for someone who wants to learn electronics design. I mean for a person who has only basic knowledge? or it's too heavy

Better to go with the ARRL Handbook if just getting started, or Horowitz & Hill 3rd ed. otherwise.  Most of the material you will find by Jim Williams was written for practicing EEs.

Perhaps not "too heavy" - but not suited at all for somebody who wants to learn something. It is no real textbook but - more or less - a collection of application circuits.
I think, for your purpose there are many, many other textbooks on electronics - for example, "Art of Electronics" by Horowitz/Hill .

So, the first 7 pages are all 'gotcha' circuits.  That's as far as I'll go with it...
