Hi again!
Sometimes when i switch on my PS303 0-30V/0-3A lab PSU, UPS shows message "Bus unbalance!!!". So, is it possible and normal situation in which that power supply draws too much current in start? Due to magnetization of transformers core?

Yes, it's called inrush current.

In power supplies, usually the inrush current is due to filtering capacitors, on the DC side, being charged. The capacitors would be somewhere on the order of few mF (=1000uF).
