The chromate conversion coat is a really good clue to cadmium plating though. And a warning to not weld to that chassis without appropriate precautions. But not an immediate threat to life or limb for the vast majority of electronics users.

And a TO220 shake mm... a lot of protein!
You should be worrying about the quality and if the part match the original datasheet, not if it has toxic chinesium in it.
