LM723 Power Supply Problems

I built a power supply based off of this design:

After building the circuit and checking all my connections, I tested the circuit. The output remains constant, slightly over 30 volts. The LM723 started to heat up, and R4 also started to burn, so I replaced it with a 1k ohm resistor. The output is still constant, but the resistor is not burning like before.
Are there any modifications I should make before replacing the chip with the extra LM723 that I have? I do not want to damage the remaining chip.

Remove Q1 and Q2, and short between pin 11 and the bases of the 2 power transistors. R5 can be 1k.
You also have your pinouts wrong. Refer to the data sheet.

Save the remaining 723, they are very nice chips.

Thank you for the advice. I am new to power supply design, and didn't know where to even begin. I will throw the new circuit together on a breadboard and test before I start to desolder parts, but the new design makes sense.
