Long wait for network connection if static IP;RPi

1. I have isntalled TightVncViewer in my desktop PC(window) & installed on RPI2 board with raspbian.
2. Also I have created static ip in pi board by editing cmline.txt file "ip=192.168.0.200:::255.255.255.0".
3. Now whenevr I start Pi board & connect HDMI cable to see what's loading, I see
(no ethernet is connected between PI & window PC)

"Waiting for 110 more for network"
& then 100more seconds & so on.

4. How to avoid that.
