Do you mean a drone? Like a quadcopter? People buy motors, propellors, controllers and assemble their own quadcopters using 3d printed or balsa or carbon frames all the time.

Yes. The first quadcopters were created by hobbists. Just after it became popular industries started selling them in building blocks or complete units.

The circuit of a drone is complicated, especially if you add gyroscopes. You could spend years designing one and a few more years debugging it.

How are MEMS gyroscopes complicated to use by any means? Actually the hardware of a flight controller is quite simple. Software is much harder, as you need some quite advanced mathematics, but I'd think that its no problem for a hobbyist to complete such a project in a few month.
