manson ep-613 dc power supply troubleshooting

G'day everybody i'm an amateur electronics enthusiast and i've had a manson ep-613 for quite a while now but recently its failed one me. It has inbuilt current limiting that now wont turn off! I've checked all of the power transistors and they are fine it seems that its only the current limiter that is shot. Any help in trouble shooting would be amazing.

Ill attach the manual for your information. The outputs positive and negative read 0.001 ohms so i think it may be a short.

You should be able to contact Manson for the schematic they have good customer service.
Soldering/Rework: Pace ADS200, Pace MBT350
