How to design a pcb for nixie tubes in eagle? I can't figure out a way to get the angle right.

what angle ??
do it as anything else... create your component - draw the footprint as per datasheet, draw your symbol, create the component library for your nixie tube... and then do it as any other PCB using that component. there are tons of tutorials how to create your own component library in eagle (pro tip: google is your friend ;) )

each pin is in a circle at 30 degree angles from each other.

Best i can figure out is to make a circle of the right diameter  put pads on 4 sides then copy and rotate so i have found a solution.

You should read the manual, specifically the section on coordinates, where it mentions polar coordinates.

With Eagle (free) you're quite limited to total board dimensions.  You might want to look into KiCad if you need more than a couple of Nixies.

Thank you for pointing that out but eagle will be fine because the pcb will be a one off so if the fab house makes 3 identical boards as the minimum(which they do) i can use each one to hold 2.
