PLCC seating depth questions...

I've not dealt with PLCC's much, but I was surprised that when I pushed one into a socket "as far as it would go", I could no longer use the PLCC extraction tool to get under it!  It was way below the surface of the socket.  Luckily there was a hole in the center of the back I could push it back out, but I find this odd.  Shouldn't it have a positive stop to seat it flush with the surface or something?

There are sockets and there are low-profile sockets. The hole in the PCB might have a purpose, don't you think?
