Is Pulse Power Supply only a different word connection for  Switching Power Supply ?
Or is it a different design?

Usually a pulse power supply implies some sort of capacitor discharge thru a fast, high current switch and some sort of pulse forming network, think pulsed lasers, old school pulsed radar, that sort of thing.
The charging supply might be a switcher, but that is not required.

Pulse supplies are usually rated in joules per pulse, maximum PRF and pulse current rather then watts.

Regards, Dan.

Basically a high power pulse generator, just not with all the flexibility of a bench pulse gen.
