Question about Usable power increase number?

My datacenter gave me a usable power increase number of 1.78 for switching from single phase to three phase. What does this mean? Is it e.g. 1.78 times as much usable power to end machines?
What is the basis of this 1.78 that they gave me?

Could be a function of cooling capacity or if it was power delivery limited, then an increase in power delivery capacity.
