Rigol DM3068 repair question

 I am trying to repair a desktop multi meter that fails on virtually every self test. One of the voltage regulators, L7915CV, seems to be really hot and makes a smell. I removed it from the circuit and tested. The output is -17.02 V (input -25v). Is this within spec, or can the 2 volt different account for my problems? Note that the unit powered on and got the same test results even with the voltage regulator not on the board.

No way 17V is within spec.
