Russian Capacitor Tolerance Code

On eBay some sellers have high tolerance Russian capacitors with the tolerance indicated as 0.5% on the capacitor itself, for example:
http://www.ebay.com/itm/8000pF-350V-0-5-ex-USSR-Silver-Mica-SGM-Capacitor-Hi-End-16pcs-/252013310113?hash=item3aad29f0a1:g:2hAAAOSw~gRVk7~D
I see some listings which advertise 0.5% however on the capacitor itself it is marked as +/-5n0 (crossed out zero)
http://www.ebay.com/itm/1000pF-350-V-PRECIZE-0-5-LOT-OF-2-RUSSIAN-SILVER-MICA-CAPACITORS-SGMZ-A-/272294625257?hash=item3f66063fe9:g:NPQAAOxyni9TDHRy
Is the second link also 0.5% tolerance as advertised? The reason I ask is that I purchased one from each seller. The 8000pF measures 7990pF, however the 1000pF reads 1030pF so I am wondering if the 1000pF is really 0.5% tolerance.
Thank you

8nF one clearly state +/-0,5%, second is 1000pF +/- 5pF which is the same as 0.5%, there is no "n" letter, it is Cyrillic "p"
https://en.wikipedia.org/wiki/Pe_(Cyrillic)
.
What you are using for measuring capacitance? if multimeter, no way you can expect 0.5% accuracy, especially without zeroing measurement without cap attached.

Yes. I didn't follow the zeroing procedure of the instrument which mentions to keep the cable away from AC powered devices. It now reads between 1010-1020 pF.
