switch mode adapter with output voltage listed as a range

I found the following switch mode adapter (model 3A-061WP12) which indicates the output is 9-12V 6W it also says @12V 0.5A.

What does this range of 9-12V refer to?

It might be a bad translation or some of them have poor voltage regulation.

A few years ago, I tested a 9 volt regulated switch-mode adapter from a well regarded supplier in NYC. At less than 80% of its 1 amp rated output current the voltage had dropped to nearly 7.5 volts.
