Hello,
I just got switching (LED) power supply (220V -> 24V) and tried measure voltage between Earth and GND(24V) and got 0.5V - 1V ,
is that vital ?

Does it have any current behind that voltage? or are you just picking up random noise that happens to be showing as 0.5-1V on the DMM.
I think you will find it's just noise/leakage and becomes zero the instant you load it a little. (eg 470R resistor between earth and negative)
