wave track FM modulation with another

Hi, I need help
how can I modulate one waveform/track with another to achieve FM(Freq. Modulation)? 
I look in Audacity(plug-in) for best quality of waveform but there are no posibility to make it becous as I know now .ny plugins work only with one track.
