what component is this?

There is nothing written on the component and i cant seem to understand what is it.I took it out from a power supply.It looks cracked/broken and i want to replace it.

for the 2 points of the component i draw two red small arrows on the first pic.






I measure the resistance of the component and it shows 83 ohms.

That resistance measurement (83 Ohm) is similar to a VA8650 PTC Thermistor made by Mullard.  The blue coating on the leads is an indication that it was made by Mullard.
