Most scopes give some predefined bandwidth limits values (like 20MHz), and don't give the right to adjust it to an arbitrary value say (17MHz). why?

Have a look at this.

It will help overcome the observation that you ask a lot of questions, i.e. ~14 very different threads started in 4 days

Is the correct answer " because you want to get your post count up to enter the 'scope giveaway"? ;-)
