What methods can be used for measuring the power output of a Wi-Fi router?
Is it also possible to measure  the waveform of that wifi router( antenna power signals)?

A spectrum or network analyzer. Or a calibrated antenna, like a dipole or monopole.

Yes, there are scopes that can actually see the waveform. Sampling scopes would permit
that. Its complex modulation, DSSS, so you could look at the modulating signal or the complex
carrier result.

do you mean to connect an antenna to a spectrum analyzer? Or to use an antenna with a different device such as a scope?
And what kind of scope to use?

 There are some diy network analyzer based on esp chips, on instructables

Surprisingly, the Wifi Analyzer app on the Play Store does a pretty pretty good job at measuring your signal vs competing signal in your area best of all it's free! I assume if you're a Apple user they should have something equivalent.
