How to reduce leakage current by design for medical grade toroidal transformer

Hi all,

I need to design low leakage current for medical grade transformer. If anybody in the loop pls help me.
Transformer specification : Primary 120V/60Hz, Secondary 120V/1000VA....leakage current < 50µA...Advance thanks for your help.

Because the primary and secondary are the same voltage I assume it's an isolation transformer..
