It's to control spammers - 60 secs is too long IMO though - I often hit it when doing a few quick replies.

Yes, it's obvious why it is there but I agree with Mike, it is a bit too long if you are wanting to do a few quick replies to simple questions.

I've come across it on the rare occasion. I just wait the 60 seconds (I'm usually doing something else in the background anyway).
