A few items from that seller are all at 1.78 EUR but then the shipping cost covers the rest of the 'real' price.

is there some other reason to skew the price/postage in such a fashion?

a) $2 is click bait
b) It makes their auction appear first if you sort by price.
c) Profit!

It does also mean that if you try to return the item they get to keep your P&P and all you get is a paltry refund.

eBay were/are quite hot on this sort of thing though so if it irks you enough you can report it and they'll take action.

Interestingly, that seller is using such tactics only for electronic equipments, plenty of other stuff has free shipping or 'Chinese average' shipping costs.
