That I can understand, clones are common. Not sure I would order one from ebay even with a lot higher price.

The delivery time is so long, they might be hoping people will forget about it by then: "Delivery Oct 15 – Nov 23"

Thats a month or possibly two. I can live with that to get such a great deal on a unique device which will make it infinitely easier to measure how much current something is drawing with absolutely no worries.

No way! :o I was a bit skeptical before, but now I doubt it'll materialize. You've got to wonder if this seller simply has no idea yet how much the meters will cost to procure or they scored a batch at a really good price.

I think the reallity will be that they try to sell now alot in a little time, and because shipping is so long, by the time buyers start complaining, the time window for filing a complaint at Ebay will be gone...

But still, it could be the real thing, but very doubtfull..

Mine just got marked as shipped by registered air mail. This is what the tracking number says:

2017-09-16 16:32 Bulk mail processing center, Suzhou city, China Post group has been accepted
2017-09-13 09:28 Electronic information has been received

It also says the right destination. Looking promising at the moment. Registered china mail usually takes 2-4 weeks to Finland.

The One Item Every 10 Days limit is quite common with new ebay sellers.

I think many sellers sell things at their cost for a while to build up a good reputation, so then they can raise their margins a bit and make a profit.

That's why when I get a product that's 'as advertised' AND a really good deal I always give them four or five star everything if its appropriate.

This is not possible, unless the buyer is asleep:

"A buyer can report in My eBay that they didn't receive an item once the item's latest estimated delivery date has passed, and for 30 days after the latest estimated delivery date."

Yeah, I've seen that a few times and got a small cheapie signal generator once from a new seller who was using this technique to get started. Usually, though, the quantities are more limited than in this case. Well, we'll all know soon enough.

Over in the UT210E thread, it was reported that these new meters have the same chip as the AN8008, whereas the older ones like I got a couple years ago have the chip like in the AN8002. The new ones are still hackable for higher counts and more.

I remember once before, around a year or two ago, seeing a very low price on it and not buying it then and regretting it. It would be worth it to see what it sells for on Taobao.

$13 USD delivered on TaoBao, they're still earning a healthy margin of profit.
My bad! Misread the listings, around try $32...

Probably just some girl's home business (judging by their username).

It indeed seems like an Ebay quirck. It depend from which Ebay sites you start (Ebay.be and Ebay.com.au is not working, but Ebay.com does work :o)

Ah they have the same irritating multi-part listings as ebay does.. But that makes me think it could end up being a UT210A and they just copied the wrong listing description.
I have actually seen modules cheaper on aliexpress/ebay shipped than on taobao (even without local 10rmb shipping), its an odd scenario.

Since this deal is gone, Amazon has them for about $42 with fast shipping.  Is this worth it?  I want to measure AC amps from 200 ma to 2 a.  I would not use this for anything else.  I would like accurate low AC amps and I am willing to pay more (a little) for accuracy.

thanks

I don't see the point of buying it if you don't need the DC clamp function.

I use cheap Harbor Freight meters (or Aliexpress) for DC currents.  Sometimes I am too lazy to hook up a Kill-A-Watt (some plugs are hard to get to) to measure the watts (via currents).

But I have a question:  can this measure DC current in a cable that has 2 or 2 with a shield.  Like a USB cable?  I would like this.

thanks

No but you can buy a reasonably accurate device to measure current in a (plugged in to it inline) USB device for very little. Ive seen some for as little as $5.

You have to  run just one leg of the DC current through the UT-210e.

The tracking number I was sent currently tracks as:

"September 23, 2017, 9:52 am    In Transit to Destination    On its way to GILBERT, AZ 85298"

Since I don't live in Arizona, it does seem bogus.  At least I won't have to wait much longer to find out for sure.

ETA: First negative feedback posted (not by me): "Sent my item to the wrong address"

I think this is the latest scam.  A few weeks ago I received a very small empty envelope from China with tracking.   It was not addressed to me, but had my house number and road. I think the rest or the address was also random lines from real addresses.  I was not expecting anything so just binned it.

A few years ago I ordered a projector screen from China.  Full tracking etc.  What arrived was an envelope with a few glass beads.  Judging from the feedback, I was not the only one.  Got a full refund from eBay.  Yes, the seller had years of good feedback, originally sold beads and other small trinkets but had branched to more expensive items the month before.

I've had that - stuff never turn up but an envelope with a dozen small whiteboard magnets in??  What annoys me is that when I opened a case against the seller I eventually received a refund but was then not able to leave any feeback to warn others. You lose that opportunity when you open the case..

That doesn't look good..

Likelihood of scam looks pretty high now.

Reply from the seller, in blank verse:

Absolutely.

It's a delaying tactic - getting you to wait ... and wait ... and wait for your product to turn up.

Once you leave the matter too long, the window to file a claim against the seller closes - and they will abandon you completely.  If you leave it way too long, your ability to leave feedback can also disappear.

Your money is gone and your ability to warn is gone.  Just be aware.

I have a standard action plan for anything that is getting on the nose....
 - A week before the window closes, I will contact the seller, tell them I haven't received the item and advise them that if it doesn't turn up in the next few days, I will be raising an "Item Not Received" case.  I also inform them that this is only to protect my position.
 - A day or two before the window closes I will raise that case.  (I always leave this gap to make sure I don't get caught by timezone differences.)  In that case, I advise that I will not raise it to a claim until the end of the claim period, to allow for an item that has been genuinely delayed.
 - If no item is received as this period draws to a close, I will raise the case to a claim - and I will inform the seller that if the item arrives after wards, I will advise them and we can work out how I can repay for the item.

In most cases, once the case has been opened, the seller simply refunds on the spot - and, strangely enough - the item never turns up.

There was one case, however, where I bought two monitor power supplies from a business in the USA and I received a box with only one in it.  I contacted the seller and they informed me that they had sent two separate boxes.  After some weeks, the second had not appeared, so I contacted them and after some back-and-forth, they sent me a replacement.  (I believe their reluctance was because they felt I was trying to rip them off.)  The replacement unit arrived at around the expected timeframe and I had forgotten about the missing one.  That was until it turned up about a month after that.  The thing had taken more than 3 months to get to me - where the other two had taken less than 2 weeks.  I contacted the seller and payment was arranged and made, since the cost of sending it back made it more valuable as a spare.

Yes, sometimes, there is a genuine issue with the post - but taking a reasonable stand can protect yourself while giving the seller every chance.

Sorry but this is confusing.  Is this turning out to be

Fraud alert! uni-t UT210E US $17.27 on ebay!

ie was the original deal a fraud?  Or is everyone that ordered one afraid it is a fraud?  But no proof?

It's a matter of "It seems too good to be true ... but if it is, I wan't a piece of the action."

Using eBay to find out is not a big risk - if you understand Buyer Protection.  In short, if you use PayPal and follow the guidelines, getting your money back isn't hard.

It hasn't been two weeks yet ... but I think the expectation is that product will not be delivered.

This clamp meter is still very much worth having. I am going to try to find a deal on it somewhere else. maybe in November.

BTW, the UT210E is now available for $27.77 from tomtop, which may not be the greatest seller, but at least is not a fraud:

I bought something once from TomTop and have the devil of a job dealing with their spam. The unsubscribe link in the spam doesn't work, they ignore emails, and they use typical spammer-type tricks. In amongst all the spam there might be something relevant to the item I bought, but since I'm never going to go near them again.

Here's another questionable seller, @ $18.79.  Each of our sellers has about 500 units listed this time (first batch was only 99).

ETA: Interesting... that one went from free shipping to $40 shipping.

ETA: Now back to free shipping.

I order one this morning from:
http://www.ebay.com/itm/UNI-T-UT210E-Digital-Clamp-Meter-Multimeter-Handheld-RMS-AC-DC-Mini-Resistanc/182786442852

Slightly more expensive, but 1k+ feedback, even if only 96.7%

At a guess it appears a large number of these have been dumped on the market.

Surprised. No. I don't even think those optimists who ordered are going to be too surprised.

On the Ebay.com.au site if you look at the user and then try to access the store or see current listings you get nothing.
http://www.ebay.com.au/usr/hanmeimei30

Perhaps the OP supplied link is being cached in Ebay and there is a delay getting all servers synchronised.
I just tried clicking on the items for sale and visit the store links and both are working fine here in the UK.

EDIT: just noticed I bought the "B" instead of the "E"...

> 200.000 feedbacks, with a score of 98.3%

I even think I purchased from them before...

Anyway, just ordered one, as "the price is right"! Let's see how long it takes.

I already had ordered a Uni-T UT61E, but found out that it got stuck in customs... :( That sucks! More for the time it will take to arrive than the actual customs cost, though they do charge like 15 Euro just for handling, which is almost 50% of the buying price. Bad luck, but compensated for all the stuff that did not get through customs.

My guess is that Uni-T is preparing a new model UT210 and is getting rid of stocks.

There are many sellers offering this device. When looking, beware: you want the UT210E model, not the UT210A/UT210B!

Yes, that's what I suspect too. However, none of us have actually received the thing yet.

Some should arrive soon, if its legit.

I very much look forward to being able to measure current in a non-invasive manner. That will be so very nice for figuring out how to save money on power on just about everything I own that uses it.

Some people in the other thread figured out how to hack an external data connection into them. Which would also be very useful.

If I were Unit-T I would have their next model include that capability. (which people here basically developed for them.) Then they would have a real game changer if they kept the price the same.

Then it would be only right for people here to be able to snap up some of the now obsoleted but hackable model at a low price. Win-win for everybody!

I use my Uni-T UT61E several times a day. Its by far my most used test instrument. Its well built for what I do with it. I even have used it for measuring frequency, on occasion.

Uni-T products represent quite good value in my experience.

I don't think this is a scam:

How are you going to measure current?  From what I think, you will have to split the wires.  Do you plan on splitting the wires on everything you own?  I think I will get a short extension cord and split it and keep it with this meter. I probable will split some cords that I use a lot.

How do you some of you measure AC current?  ie split wires or make up something?

I am not sure this will be better than Kill A Watt.

I use mine mostly inside equipment where wires are not shrouded in pairs. So, it's no problem to put the clamp around the required wire. It's especially convenient when wires are soldered in (no connector :o).

For household use, you can split a short extension cord in order to get access to the individual lines. Although having to break the connection to insert the extension cord doesn't make the clamp more convenient than a Kill-a-Watt, the clamp meter doesn't have a minimum voltage requirement on the line to operate and can measure very small currents.

I don't know how the postal system works, but I would think that with free shipping it's not likely to go direct door-to-door in the shortest time possible. More likely is that it is piggy-backing something else and will end up at some common shipping centre, then continue doing that until it gets close enough to be dropped at your door.

Also, shipping is slated to take 1-2 months, isn't it? Plenty of time for it to wend its way hither and yon :)

I have had many debates with friends and colleagues about the Chinese free shipping.

It is incredible how one can purchase cheap stuff that comes with free shipping. Example: I bought a "Digispark Kickstarter ATTINY85 Arduino General Micro USB Development Board", which can be used to simulate a keyboard and hack stuff with automated key sequences. I don't want to cause any harm, but rather educate myself on these security issues, as it is sometimes hard to believe without seeing it.

Anyway, this tiny board comes soldered, has a USB connector, the microcontroller and everything else. It is shipped to me for free. And the total cost was US$1.43! How is that even possible?

How much does a simple stamp to an empty envelope sent to China cost? Certainly more than that!

So my theory is:

a) The Chinese government is subsidizing the shipping costs to Chinese exporters.
b) Merchandise is shipped in huge containers to the destination REGION.
c) Then it will be shipped to the end user through local post, with whom China has deals (i.e. a flat rate).

Shipping is slow because:

1) A container has to be filled up before it is shipped
2) Shipping is done by sea and takes 2 weeks to reach Europe (no idea about USA)
3) Then it takes another week to go from EU harbour to destination country and from there to customer

In case of the US, it is probably similar: the container arrives at one given "easy" port and will then be split and smaller packages spread through the states. This probably makes up for some weird routes.

All this provided it doesn't get hold up at customs.

I think Chinese use alternating ports that are less prone to have issues with customs:

- Holland
- UK
- Switzerland
- ...

If more expensive items are being shipped, they will actually CHANGE the envelope/packaging and resend it as if it was sent locally!

This is a cat and mouse game with customs.

Vitor

although the location its in is in the Upper Midwest!

I don't know how the postal system works, but I would think that with free shipping it's not likely to go direct door-to-door in the shortest time possible. More likely is that it is piggy-backing something else and will end up at some common shipping centre, then continue doing that until it gets close enough to be dropped at your door.

No, the USPS doesn't work that way.  The (fake) tracking numbers they are sending out are for EMS packages, which are flown from China to the US.  Once they get out of customs they are delivered within 3 days.  They don't backtrack unless they are mis-sorted somewhere.

I have had many debates with friends and colleagues about the Chinese free shipping.

Fine, but completely irrelevant to this thread.  In this case, the seller can easily offer free EMS shipping, because they are not actually shipping anything  :-//

1) Are you sure that they are not shipping anything?
2) The debate is not just about them not shipping anything, but what makes this offer so cheap: probably end of lifecycle of the product, together with free subsidized shipping.
3) What may be irrelevant to you in this thread, may be usefull to others?

That is my theory.  I am sure they didn't ship anything to me, and fairly sure they didn't ship anything to cdev.  If someone else actually receives a meter, I will change my theory.

If it's a scam, I don't see the point of discussing those other factors.

Since they are sending out EMS tracking numbers, there is no question about shipping costs.  You can look up the EMS rates from China, they are not especially cheap.

Whatever they sent, it likely will be here within a few days.

From the other people selling it I suspect they simply are discontinuing it and blew out their remaining stock cheap.

Their remaining stock of more than 500 units?  Seems implausible that a small time eBay seller of dolls and gloves would have that many DMMs lying around.

Do those sellers have any stock around? Perhaps they are drop-shippers and only 'acquire' stock as they sell it. In which case, maybe they're all selling the same stock, and the same 500 boxes or whatever are being pre-sold multiple times by different sellers. OK if you're first in the queue :)

Yep. Scam.

My tracking shows  "delivered" to a Miami, FL address today.

I live in Washington State.

What does the seller say?  Does he/she even reply to messages?  I made an offer for less money and it was rejected, why would they reject an offer if they are shipping empty bags?  Why would they spend money in shipping if it is a scam?  Are they stealing tracking numbers?

It might be that they accidently gave you the wrong tracking number, check with the seller and then if you're not happy open up a dispute via Ebay.

If more wrong tracking number cases show up, it is certainly a scam... and most probably the seller already ran with the money... but why not just disappear?  To be able to sell another batch (I purchased one at full price when they added the 2nd batch  :palm:)

What's the best thing to do, I am attempting to figure out an appropriate response (its now shown as "delivered" to the wrong address.. )

I have to say I am very curious as to what exactly was delivered in that package.. (I asked the USPS who were able to verify that "the package" was delivered, but they could not tell me the address it was delivered to, or it's weight.. )

I had a similar thing with a Banggood order, the tracking showed that it had been delivered but I never received. Banggood kept insisting that I wait until the number of days estimated for delivery had expired.
On the last day I did indeed get a parcel from Banggood and I was expecting soldering iron tips instead I got a sexy ladies under garment. Careful examination of the package revealed that my address label had been stuck over the top of a ladies address in Bradford. Now I bet thats where my soldering iron tips went to.

Banggood denied that this had happened and refunded my money straight back to Paypal.

Maximize profits. Why settle for less money for nothing when someone else will give them all the money for nothing?

Quote

Last I heard, they don't spend money on shipping because shipping for small items (those ubiquitous gray plastic bag envelopes) is subsidized. So, it doesn't cost them anything to ship a plastic bag with little (or even nothing) in it.

This allows them to keep a low profile - and as long as the buyer doesn't leave (bad) feedback, there is no sign there is anything wrong.

If the Seller is running a scam, then providing bogus tracking information (maybe for someone else's genuine shipment of a completely unrelated product) and sending wrong items are just delaying tactics.  There are time limits for lodging a claim through eBay - and for leaving feedback.  If the seller can string a buyer along long enough for those windows to close, the buyer is not going to get ANY response ... and the money is gone.

"Hello dear friend
I'm really sorry,
Received your mail after I first time contact the warehouse office to ask the situation,
It has now acknowledged acknowledged,
Our careless staff sent the wrong item and address?
This is unforgivable,
I apologize to you?
I will send you the project again for you,
Is this okay?
We are committed to give you full service?
I hope you can forgive us, I will ship you again,
Of course you can also choose a refund,
I still hope you give me a chance to correct,
You really are a kind and Upright buyer,
Can meet you and become friends with you,
I am really honored,
Looking forward to your visit again,

Yep that's about the way most of the Chinese responses go to something not arriving. You could also ask them to upgrade the delivery service to airmail or some other service to speed it up seeing as they admit the mistake.i have always got either the item re shipped or a refund,  even if the item arrived and was incorrect or defective, they never want the old unit returned. I had a multimeter recently with a frequency range that would drop the signal occasionally, they replaced it so now I have 2 meters, the meter worked perfectly on all the other ranges, so good all round.

So, I just got this same letter too.

I think its likely the sender does not speak English, or speaks only fragmentary English.

I am basically writing back to tell him that I am asking others who know ebay better than I do, if I would be risking my money if I allowed him to ship me another meter by air freight - but he would have to give me a tracking number and it would have to get here within 3 days.

 Is that a mistake?

I would say that you really do need to give them the chance of putting the mistake right, about arriving within 3 days, I'm not sure if thats possible. Does their site offer any other shipping methods? If so then I think its fair enough to ask them to upgrade the shipping to the best of them, don't you?

My gut feeling now is that I was wrong, the skeptics here were likely right and that is that he is following some kind of script for ripping off buyers and that he never had any intention of sending a meter at that price.

Maybe I should just go with my gut feeling and demand a refund.

If the seller has a good number of feedbacks and high percentage of satisfied customers, then I really doubt it's a scam. If it was someone with either zero feedbacks or into very low numbers then, yes I could believe it was.

If you escalate it to Ebay they will more then likely tell you to try talking to the seller first and then go back to them if you cant resolve the problem, so I'd talk to the seller and see what they can do about expediting it to quicker first. At the end of the day its your call and yours alone.

I'm waiting for a response from them, other than this canned one which offers to ship the product again,

"We are committed to give you full service?
I hope you can forgive us, I will ship you again,"

however, that basically means wait another several weeks, right?

What is the time span that I have to demand a refund?

What is the time span that I have to demand a refund?

Here's what eBay says (emphasis added by me):

Quote from: eBay
If you haven't received an item: You can report that you didn't receive the item and open a request for a refund after the estimated delivery date has passed. You must open the request within 30 days of the estimated delivery date.

I don't think that's the whole story... I believe if the tracking shows that the item was delivered, you only have 30 days from the supposed delivery date.

Yeah, just assume whichever 30-day period is the shortest. Even better, don't wait, especially if the item went somewhere else. Submit the report and get your refund. Then, if you want to try again, order again.

Approximately 90% of my orders from China are successful. The ones that aren't, I get refunded and try again. I've even had a couple of sellers in China tell me to take the refund and then submit a new order.

I received my refund.

I agree with others - Don't try to negotiate another shipment - just open a dispute with ebay and paypal and get a refund.

I knew when I did this order there was a good chance it would end up this way. Too good to be true and all that. But it's kind of a fun gamble on these deals and sometimes they pay off. Very little risk since ebay/paypal will always get your refund.

It's certainly possible this is just an incompetent seller who can't ship a product correctly. There are now other similar cheap deals for this meter so maybe I'll try again with another seller.  It's entertaining if nothing else.

I already have one of these that I paid the usual $30ish price for. They're the perfect "carry in the car" meter IMO. I'd like another one for a second vehicle.

Going through eBay - the time limit is much less.  PayPal does say 180 days for me as well, but I expect a lot of people won't think past the eBay facilities - which I am sure dodgy Sellers will hope for.

Wherever you are, just check what the limits are for your location.

My order was also shipped and moving... to Hawaii!!!  I live in Pennsylvania.  I will ask eBay for a refund once the tracking shows it as delivered to the wrong address.  It is a scam.  If the seller takes all the money out of his/her paypal account, how does eBay issue the refund?

You aren't allowed to sell things with just a PayPal account, you also have to have a linked bank account, that PayPal can drain to issue refunds.

Also, for new sellers, and in other circumstances, PayPal holds incoming funds for additional time past the delivery date.

That said, even if there is no money available from the seller, eBay has still promised a refund, and will have to pay for it.

Percentages.

EBay makes money - don't you doubt that for a femtosecond.

For new, unproven and/or suspicious sellers, eBay/PayPal will hold funds for a period.  I recently sold a multimeter - and I couldn't get the funds out of PayPal for 3 weeks ... and there is nothing even remotely problematic with my eBay or PayPal accounts.  These funds "holds" can run up to 6 months ... and if PayPal wants to be nasty, I would not be at all surprised for them to have other delaying tactics.

For those Sellers able to slide under this radar, eBay will certainly have a fund set aside to honour their Buyer Protection.  EBay have gone to inordinate lengths to encourage Buyers to feel safe using their platform - so forking out $20 here and $50 there is small change compared to the damage to their reputation if they didn't.

Hi,

This is almost certainly a scam.

Here are the red flags:

1) Frequent ID changes:

Sellers are normally interested in build a good reputation through the feedback system. Why would you change your ID frequently?

2) Private Feedback

Why is necessary to keep the feedback private? Since the buyer's identity is hidden anyway.

3) 99 cent pokemon

I think most of the good feedback comes from the 99 cent Pokémon. Apparently Pokémon buyers don't need privacy.

If you click on the number sold, you can see the rate at which the items are selling. For the UT210E you will see this:

There were 100 units sold in the last 9-10 days.

The feedback profile looks like this:

There is a lot of feedback missing. Only a 145 feedbacks in the last month, but the seller is selling 100+ items per day.

The feedback is better than it should be, because if you get a full refund, you can't leave feedback. It is like the transaction never happened.

You have to leave negative feedback and then request the refund from eBay.

I have no idea, WTF, the seller has 'top rated feedback'

If you bought this meter, I suggest you leave negative feedback and then request a refund.

"You have to leave negative feedback and then request the refund from eBay."

An important point that - and I've been frustrated twice by it in the last month and unable to give negative feedback for sellers who were basically scammers. It's a policy that Ebay needs to address iwth some urgency.

Now that all the id changes etc have come to light, I would agree that it has all the hallmarks of being a scam and where are Ebay in all this, they should be developing a way of spotting this kind of activity and removing their accounts.

Hmmmm, I do not think anyone will receive a meter any more. I started the complaint process (after I gave negative feedback), lets see how good Ebay/paypall protection is...

My package left Shanghai on September 19 and it is in transit...

I think is time to move on and order the real one as soon as I'll have the rights to claim a refund.

I think I'll go with this:

They’re getting more brazen. Yesterday I saw a listing for one at $8.99 from a New Zealand seller with a feedback of only 1 and numerous sales of this item in just a couple if days. That listing is now gone but there’s this one now for $9.53 from a Cinese seller with zero feedback.

Hi,
There seems to be a new kind of scam invading eBay. Here are some screen shots showing a similar UT210E scam.

The product is listed for about half the normal price:

The seller has changed ID, this time once:

They have a smaller number of feedbacks compared to the number of items that they are selling:

The negative feedback that is posted shows a pattern of bogus tracking numbers and shipping to the wrong address:

Look for these red flags.

Snip ...

I think I'll go with this:
http://www.ebay.com/itm/UNI-T-UT210E-Digital-Clamp-Meter-Multimeter-Handheld-RMS-AC-DC-Mini-Resistanc-/252445358891?epid=0&hash=item3ac6ea7b2b:g:Q00AAOSwoydWj2id

Do you have a better source?

Mauro

I don't see any problems with this seller, should go smoothly.

This is the reply I got from Ebay (I clearly stated in my complaint this was a scam and pointed to this thread)

Dear Wim,

Thank you for contacting eBay regarding item “UNI-T UT210E Digital Clamp Meter Multimeter Handheld RMS AC/DC Mini Resistanc” (182755239224 ) that you have purchased. I’m sorry to hear you have not yet received the item. I'm happy to explain what to do next.

If you paid for the item but haven't received it yet, there are a few things we suggest to ensure that everything is correct on your end:
1.Check to make sure your shipping address is correct. You can do this at the following address:
http://my.ebay.com/ws/eBayISAPI.dll?MyeBay&&CurrentPage=MyeBayAddresses&guest=1
2.If you're buying from an international seller, remember that shipping may take longer.
3.If you have tracking information, you can check the status of the package under Purchase history.

Here is how to request an update from your seller:
1.Check the status of your order by viewing the item in question under your Purchase history.
2.Select the item you have not received.
3.Under More actions to the right of that item, select I didn't receive my item.
4.On the next page, select I want a refund or I want the item. If you wish, you can also include a message to your seller.
5.Click Send request.

Remember that timing is important. You can open a request 24 hours after the estimated delivery date has passed, or 7 days after you paid for the item (if no estimated delivery date was provided). Please note that you must open a request no later than 30 days after the estimated delivery date.

Once you open a request the seller may respond with:
•tracking information for the item
•a message
•a refund
•a replacement

If after 3 business days you and the seller haven’t reached an agreement, or if the seller has not responded, you can ask eBay to step in and help.

I trust that the steps I've provided will help resolve your concern. I wish you all the best on eBay in the future.

Sincerely,

Carlo G.

That's normal. I once won some expensive kit (we're talking about 1kukp) and just after paying I realised it was a scam - the photos were nicked from other auctions, amongst other pointers. I contacted Ebay and showed them the evidence, but still had to wait for the delivery failure before it progressed.

I think if you look at it dispassionately that's probably fair. Yes, the scammer stands a chance of winning if you forget, and Ebay stand a chance of not paying out if the scammer turns out not to be. But you'll get the money back if you follow the process, and stiffing a deal before anyone has actually done anything wrong can lead to lots of problems.

Yeach, I can understand in most cases. But it you look on the amount of evidance available here, and how his negative feedback is now growing rapidly, I think at least the seller should be blocked for a certain period untill things are sure.

It not so much I have to wait, want I find frustrating, is that the seller can continue his practice for a couple of months additionally at least...

I think they do sometimes turf scammers off and refund there and then. I've had a couple of wins like that, where out of the blue Ebay have refunded me and the vendor is no longer on there. Once, that happened and the item still turned up  :-//

I think that the excessively long delivery date and bogus Tracking number is a key part of this scam.

IF I bought the UT210E today the listing shows:

I would have to wait a full two months before I can raise a complaint with eBay. And if I did the scammer seller would respond with the bogus tracking number.
Once I request a refund, I cannot leave feedback to warn others. In the meantime the scammer  seller is scamming others.

Other sellers do not have the excessively long delivery time, another red flag.

Good theory, but that's not what's happening in this case.  The seller is immediately marking the item as shipped, with a valid EMS tracking number.  That makes it easy for the buyer to see that the item was not shipped to them.

It is "unfortunately" still on its way to me, but the seller already confirmed they made a "mistake" in the warehouse while he just could have said it is on its way! It think he was to lazy to check, and just sended his "standard reply" that the warehouse made a mistake   :palm:

I wonder if they are following some kind of script/formula to statistically make money. I think the weak link in the chain is that Ebay likely accepts tracking information without verifying its intended address is in fact the purchaser of the item its supposedly for, and likely they also dont check if a single tracking number has been supplied multiple times. So the sellers are likely supplying ebay with genuine tracking numbers from other sales they made of action figures or other sales they do and supplying that info to ebay. They likely are giving multiple people the same tracking numbers.

What a supprise!  :-DD

This is clearly a standard reply, copied and pasted each time. I've been optimistic about this but I'm rapidly becoming convinced that this so called seller has no intention of supplying these meters at all.

There was another chinese seller with 1,000's of positive feedbacks that was selling Uni-T 803 bench meters on a BIN basis and also had one or 2 on auction that I bid for and just before the last day of auction I'd get a message from Ebay telling me that item was no longer available as the seller had cancelled the listing because of an error in its listing. I can only conclude that as this happened on 2 occasions to me that it was designed to make you decide to buy one at his BIN price.

Thankfully, it my experience that this is not the norm, most chinese sellers are extremely honourable people and when something does go wrong will go out of their way to rectify it

Don't forget living in China is nowhere as expensive as it is for us, and getting a few people buying into the bargain can be very lucrative for them by comparison. To us it almost pocket money, but to them it could be a months salary or more each time. So many people will either miss the deadline to make a claim or maybe dismiss it altogether and put it down to experience and you wouldnt need to many people doing that to bring in a reasonable income over there.

While their getting away with it, they don't have any problems and would the chinese authorities take any action against them if you gave them the evidence, I doubt it because they would probably react like the police do over here, more important things to do etc. so the scammers still go unpunished.

Hi,

You have to ask why would the seller hanmeimei30, who is located in China, not ship to China?

You can understand not shipping to some other places.

Who knows who is doing all of this or what their real situation is.

It even may be a bot!

A software program.

I think thats not unlikely.

Note that I wasn't talking about poor people. I was talking about washed up people in desperate need of money. The former is a group which doesn't possess a lot, but which tends to get through life on a small budget. The latter includes people who are often consistently irresponsible when it comes to money and many other things in life, sometimes in part due to mental issues, limitations or disabilities. Repeat scammers often are people on the fringes of society, not properly functioning, not rarely without a good grasp of the consequences of their actions.

@Mr.Scram,

I am very sorry, I edited out that part of my post before I realized you had responded to it.

-See my edited post for what the gist of it is.. I think that in China, just as here (with investment banks) vendors may sell "money making programs" to people which do what they do because it works.

In other words, this is likely caused by a bot.

I'm speculating that for social reasons, countries may turn a blind eye to certain kinds of unethical behavior that traps others due to their interests not being deemed important in that context.

Ebay's software may not be able to fix this on the Chinese side, it needs to be able to take input from groups of people like us, on the buying side..

We may have a case of software talking to other software..

---

I deleted a much more lengthy post before I realized Mr. Scram had responded to it.

Recently Ive had it pointed out to me that sometimes I get too far off topic.

I had a bunch of thoughts on research Ive read involving when people were (and when they are not) more or less likely to engage in unethical behavior..

I just ordered one. The seller seems to have pretty good feedback. This is the model with 1mA dc resolution.

http://www.ebay.com/itm/UNI-T-UT210E-Digital-Clamp-Meter-Multimeter-Handheld-RMS-AC-DC-Mini-Resistanc/182755239224?ssPageName=STRK%3AMEBIDX%3AIT&_trksid=p2060353.m2749.l2649

I think the OP should change the title of this topic.  If the OP does not change the title, I will report this to a moderator.  Because I think some will just read the first message and order one without reading hundreds of replys.

Here is my tracking and once it is "delivered" (to Tenn)  I will request a refund and make a complaint with a mod to remove this post so no more suckers.

FYI I live in Calif. not TN

ez24,

I think that once its in the US, you may be able to check out its end recipient.. In my case, the package that I thought was being sent to me ended up in the midwest, so right there that should have clued me that something was wrong because they usually go to new york. I should have called USPS right away but instead I waited until it had been delivered to the wrong state..

Here they sent many people a letter admitting it was going to the wrong address.  Armed with that you might be able to get them to send it to "the right address" .

We all have a strong interest in ending this kind of scam.. We should cooperate to the maximum extent possible.

It might be interesting to try to compel the seller to remove the ambiguity.. Currently, one tracking number likely is being given to multiple recipients..

You could call USPS and give them the tracking number and ask them "is that package going to <my town>  They can answer that question, I think. If they tell you yes, then good, but if not, then you get a several day improvement in the time when you (we) have proof its a scam.

Maybe you ought check the theory about the same tracking number giving your tracking numbers, if that is the case then maybe Ebay will be forced to act on it?

Ebay fail to act even when the case is very clear. A few years ago I saw pictures of my own astro telescope for sale - including links and description provided via my own website which the seller had cloned onto a Yahoo site. He was attempting to 'sell' my telescope for several thousand pounds. I complained to Ebay and they would do nothing, so I bid £1,000,000 to ensure no-one else would be stung by the scam. I emailed Ebay to tell them what I'd done and suggested if they want their cut of the money for the purchase 'deal' I would see them in court. They eventually took the advert down. Since then I have have given up any illusions that Ebay may be watching out for your best interests. Out of interst, Yahoo would not remove the cloned version of my website either - even after complaint and snail-mail signed statement.

I just posted a new thread in General Chat about this -

https://www.eevblog.com/forum/chat/that-obscure-ut210e-of-desire-could-we-figure-out-how-an-ebay-scam-works

framing it as a scam and not a deal, and throwing out that the seller is likely following some kind of formula and likely its exploiting some fixable ambiguity.. which could be easy to fix..

 (whose package is it?)

Ebay should throw up a big red flag if the same tracking number is given to two separate people.

I submitted fraud reports on both of the remaining too-good-to-be-true listings (the original $17 one and the $18 one mentioned in the previous page. Let's see if they get pulled.

If you want to as well, click on the "Report item" link (upper-right corner above the description on the web site). In the form that appears, select the following from the three drop down lists:
  • Report Category: Listing practices
  • Reason for Report: Fraudulent listing activities
  • Detailed Reason: You think a listing is fraudulent

eBay will check it out and, if they agree, take it down. I've done the same for those scammers who post thousands of items (many worth $1,000-$20,000) all at once with $10-20 starting bid and free shipping. They're usually gone in a day or two.

Hi,

You have to ask why would the seller hanmeimei30, who is located in China, not ship to China?

You can understand not shipping to some other places.

Ebay does not allow uploading same tracking number more than one time, you will get error message when trying to do so. I would guess those could be goods sold on other platform like aliexpress or maybe from different ebay account.

The scammer's seller's eBay profile has changed drastically. This is what his feedback looks like now:

A whole bunch of positive feedbacks are gone. All the negative feedback is gone

This is what the feedback looked like before:

There are only two items in the store:

Hopefully people will all get automatic refunds.

My ebay has now this text on that item (that I also bought) :
We had to remove this listing from the site and you're not required to complete the transaction. If you've already sent payment, the sale should process as normal and you don't have anything to worry about. If you have any questions about delivery, please check tracking or contact your seller. If you run into any trouble along the way eBay is here to help. Please visit the Resolution Center to help resolve any problems you may encounter.

So nothing to worry about, it's on it's way  ;)

Some peace of mind in San José

L.A. is a great big freeway
Put a hundred down and buy a car
In a week, maybe two
They'll make you a star
Weeks turn into years, how quck they pass
And all the stars that never were
Are parking cars and pumping gas

You can really breathe in San José
They've got a lot of space
There'll be a place where I can stay
I was born and raised in San José
I'm going back to find
Some peace of mind in San José

Fame and fortune is a magnet
It can pull you far away from home
With a dream in your heart you're never alone
Dreams turn into dust and blow away
And there you are without a friend
You pack your car and ride away

So, when these fraudulent, scam items are removed, the responses to them are removed, and all the time people spent submitting complaints with the intention of preventing this in the future becomes wasted effort?

And then the scammer ends up looking like a exemplary ebay citizen?!

Something is very wrong with this picture.

Excellent. Reporting items does work to put a spotlight on problem listings.

I don't think so.  I reported the $17 seller 3 weeks ago, and nothing happened.  The very similar $18 seller is still out there.  I think eBay mostly ignores fraud reports, but eventually notices other signals like negative feedback ratings and refunds issued.

And then the scammer ends up looking like a exemplary ebay citizen?!

It looks like it was an account hijacking situation, or at least eBay thinks that.

(So maybe the listing was only taken down when the legitimate account owner complained?)

If that is in fact the case, I would rather that ebay erased the incident than saddle somebody with a bad reputation they didn't deserve.

So far my experience with ebay has been pretty good, overall.

It's only if people end up losing their money that we lose. (I didn't mean just buyers, I also meant ebay- if it has to eat he cost of refunding a buyer because of a fraudulent seller, I agree, that does likely get passed on in the form of higher costs.)

If indeed this was a case of identity theft, I wouldn't be surprised. It happens everywhere. (meaning, I am sure it also happens in China to sellers sometime)

If eBay loses money, we lose as well, generally speaking. Those costs get translated into higher fees, which results in fewer sellers, less stuff, higher prices, etc.

People from this community are likely quite vigilant and engaged as buyers go.

Fraudulent sellers likely prey upon those who buy something and then don't notice or at least don't complain if it never shows up- and also don't visit the ebay site to track their purchases.

The seller now has one positive feedback from someone who bought three UT210E meters. So there actually were some meters available? Weird stuff.
My "meter" package still has this latest tracking data: "2017-09-24 07:52 Shanghai Pudong, left". Destination country is correct, so I guess "something" should arrive to someone over here.

That sounds like possibly a fake review because Ebay were only letting people buy one every ten days.

If you read back through the posts you'll find more on that.

Currently, one tracking number likely is being given to multiple recipients..
Ebay does not allow uploading same tracking number more than one time, you will get error message when trying to do so. I would guess those could be goods sold on other platform like aliexpress or maybe from different ebay account.
He's selling the 99c toys and sending with tracking. Then uses the tracking numbers for the meters.

Do you have to wait until it is delivered somewhere before a complaint is filed?  tks

In my case I opened the case even when it was not completed the delivery to the wrong address... eBay asked me to wait but then suddenly they removed the listing and gave priority to the case that I opened and issued the refund without any other interaction with them.  Open the item not received case as soon as possible.

I have these choices:

---------------
Choose from these popular issues

    I didn't receive my item
I received an item that wasn't as described
I want to cancel a purchase
I want to return this item
--------------

I picked "I want to cancel a purchase" and got a message that I did not buy the item.  I figure it is going to be a fight.
My last experience with trying to get a refund with eBay was hell on earth.

Do you see it in your Purchase History screen?  Have you checked your paypal account?  Maybe it was already cancelled or it never went through and your money is still there...

Just received the full refund.
I opened a dispute on eBay selecting "I didn't received the item" and explained to the seller thet the shipment is taking more than expected.
The seller didn't respond in 3 days and eBay stepped in refunding me immediately.

I ordered another one few days ago from another seller and should be here soon.

I will wait until it is delivered to Tenn  (I live in Calif). But it is taking a long time to go from Fl to Tn.

Change your claim from I want to cancel, to Item not received and you should get a refund, I have always found that Ebay will back you as buyer before they back a seller.

Maybe this item is different since it was removed and there already are refunds etc. But previously I haven't been able to open an item not received case until last delivery date had passed. My meter has delivery window between 16th of october to 17th of november. So still a long wait ahead. It's not even the first day of the promised delivery date.

The exception is that once an item shows as delivered in eBay's system, you can open an item not received case.  US buyers got a nice EMS tracking number that was "delivered" quickly.  What kind of bogus tracking number did you get?

My delivery period will end at mid november, my item is in transit and my tracking number is active, but I claimed "didn't received the item" just because I know it is a Scam and at this point eBay is already aware of it. Didn't mention anything in the claim, just my opinion on the unusual delay on the delivery and a request to check.
As soon as the seller didn't respond in the expected 3 days, eBay refunded me immediately without further explanation required.

I ended up ordering one earlier, and my item also ended up somewhere completely wrong and was delivered to someone. I expect the seller reuses tracking numbers.

eBay case has been opened, expect they'll refund me.

Was that trackingnumber for an package in Norway?

The trackingnumber I got, was for an norwegian delivery, strangely enough.

Wrong option.

The "I want to cancel a purchase" option is for when you have done the "Buy it Now" but haven't paid for it.  As far as eBay is concerned, you don't have any such transactions.

You should use the "I didn't receive my item" option.  EBay will make you wait until the latest Expected Delivery Date has passed, but then you can open the case.

When eBay acts on a fraudulent listing, things can happen much more quickly.

Well something finally arrived in TN (I live in CA) so now I will try again for a refund:
Kodak is so small I probably just could look up someone there and they would know what it was.

-----------------------
ARRIVAL AT UNIT

Oct-13-17, 05:45 AM, KODAK, TN 37764
-----------------------

So I started following directions and had to leave a message to seller.  To keep things civil I just said "Something was delivered to the wrong address".  Sure wanted to say something else.  Then this message:

Quote
Hang tight, you should hear back from the seller soon
If you don't hear back by Oct. 19, or if there's a problem, you can ask us to step in and help on that day.

I would like to know how the seller was able to change their feedback.  Now that system cannot be trusted.

The message you got is the genuine one from Ebay and so your refund process has began. The seller is not likely to respond within the 3 days are they? They certainly haven't in the other peoples cases, so I fully expect that on the 19th or before you'll get a full refund.

Just how that feedback rating was altered is a mystery to us all, lets hope they can close the wormhole that they must have used to do it and do it soon.

In my case, the seller issued the refund within 1 day, so I did not (and could not) escalate the case to eBay.

They probably claimed the account was hacked.

BTW, they no longer have any items listed for sale.

Meanwhile, the $18 seller (probably the same person) is down to 90% feedback rating, I'm surprised they are still in business:

Tracking for "my" meter doesn't show exact destination, but it shows weight of the item. It is 90g. Meter alone is about 200g.

You should take a screenshot of that info while you have access to it, blur out any identifying info you want to blur, send it to ebay, and post it here.

Although I had to wait till mid November for the shipping window to close I decided to file an Item not received anyway.
I stated Scam, listing removed and Other buyers got their money back already.
The seller responded to Ebay and they decided to pay me back in full, all in one day.
I'd like to see the sellers response but you can't have everything I guess...

I got my money back a while ago. There is a nonzero possibility the seller is a victim of identity theft, I suppose.

Ebay could I suppose contact buyers who haven't checked in and ask them if they received a UT210E and perhaps also should check with the carriers to see if the weight was consistent with the package.

I am sure their volume is high enough so if they did do that it would keep a lot of people employed. Letting software do these kinds of things is fraught with problems.

Its not unreasonable to assume that scam sellers might have some partners in other countries that could claim to have received a meter and "be happy" with it.

So it looks like the seller makes money by those that do not request refunds.

Exactly. It's not a large amount for one item, so one can imagine that there are enough buyers who don't bother to initiate a refund to make it worthwhile carrying out the scam. Take into account the cost of living difference and they've got a good racket going.

My refund "looks" different than other cases, when I got my money back... So maybe it is refunded by Ebay, not by the seller... But anyway, this looks different to everything I've met on Ebay (and once even I've been refunded without any action from my side).
Anyway: any reliable source to buy this meter for under $20? :)

I'm not aware of a legitimate source for under $20. The low price is around $30. You could wait for the 11/11 sale and see if any of the Chinese online retailers get down that far in price.

It sure would be interesting to get the seller's side of the story!

I'm not saying that they would be likely to be truthful, but it would be interesting to hear what they told ebay, especially.

I have no interest in what they would say - and I wouldn't suggest anyone else torture themselves over it, either.  It's a scam and scammers will lie to suit their own needs.  I don't need to examine the bullshit in detail to know it's bullshit.  The smell is enough.

As has been said, these scammers will make money from those who don't chase it up and they will immediately refund anyone who does, which will lower their signal on eBay's radar.

Have I "bought" something too good to be true?  Yes I have - and I expected what I got ... nothing.  Why do I do it?  Well... there's always the off chance it might be real and with the buyer protection available, it's not a big risk.  Was I interested in this meter at this price?  Absolutely - but since there were already signs of non-fulfillment with other members, I didn't need to test the waters myself.

Looks like my "meter" package is stuck in the main post center. Maybe the seller used a zip code that doesn't exist. I'll wait few more days and contact eBay.

I also just got refund decision from eBay, pretty fast: less than 12 hours after I opened the case. Looks like eBay doesn't actually wait for the "seller" to respond and the whole process goes almost automatically. I think seller's account and remaining funds are frozen.

Luckily I already own a UT210E but I would have been nice to have a (cheap) spare one.

After 54 days the "deal" was delivered in the wrong city so the tracking number was real, but of something different, sent to someone else...

The GOOD NEWS is that in the mean time I received my refund and ordered the meter from another ebay seller (paid US $30.25, EUR 25,94) and after 31 days, it was delivered to ME!!!  :-+

I already opened it and inside it got a DM1106EN.
I'll try the eeprom settings suggested by stj in the following thread to convert it to 10000 counts and let you know in that thread how it will go.

I ended up purchasing a UT210E from a local seller for $30. Its a nice meter to have. It arrived in three days and works great. I am trying to use it to diagnose my humming power supply to see if there is anything I can do to make my nice but noisy old Sorensen supply hum less.

So far no luck with figuring out the hum, as everything with it seems normal (the old transformers varnish likely just dried out and it needs vacuum impregnation) but still its very very cool being able to measure what current is going through wires without disconnecting them at all.

Also it has non contact voltage indicator which makes work with any kind of mains wiring or high voltage much safer.

Oh, the "whys" of the datasheets... The information is there not to be an axiomatic truth, but instead each speck of data must be slowly inhaled while carefully performing a deep search inside oneself to find the true metaphysical sense...

Oh, noze. Too cheap, over 100 sold and only 1 feedback...so far. Prepare for the flood of negative feedback. Is it just me or does eBay seem to have a lot more of this and hacked Power Seller accounts recently?

Ebay seems to have a lot of that. If it's too good to be true...  :-//
