Well, it does look like indeed I was scammed... I was a little hopeful, since the tracking says it was shipped - but its been stuck in Indonesian Customs for a few weeks now. The email address I sent the PayPal to bounces back and that email address above gives no response. Bummer.

It is very wise to open a Paypal claim before it is too late even if the item hasn't arrived yet. After opening a claim there is extra time for the item to arrive so don't worry about that. If you are too late with filing a Paypal claim then you won't be able to get your money back at all.

Word of warning: BB60C is ITAR controlled item. I had to sign ITAR declaration when ordering it.

Buying it from unknown source, from a country that couldn't import it legally is not only risky, but a violation of ITAR, and that is a big problem.

If money is tight, SignalHound sometimes sell demo/refurbished units at a good price, that come with 1y warranty and freshly calibrated..
They also have a representative in EU.

ITAR should only apply when importing from and to the US. The US doesn't really have a say about stuff outside of its jurisdiction, even though it's occasionally attempted.

In my experience it's not that simple, it should be, but it's not. There's a warehouse in the UK with some RF power transistors that I need, they won't sell them to me because I'm not a company and as such can't comply with the American Manufacturer's blanket ITAR requirements.

They're replacements for some that are fitted in a British made RF signal generator, I can buy the signal generator, but not the components to repair it.

Just an update to all - appreciate your responses by the way:

I hope this is appropriate given the age of this post, but my saga with this has just recently been resolved.
The purchase never arrived. It was lost in shipping once it entered the USA it seems... USPS is unable to find it. They claim that all mail is "photographed" automatically but somehow there is no photo of this shipment. The shipment finally arrived at the USA after over 95 days since leaving Jakarta (according to tracking info) and past through customs no problem, and looked like it was on its way to my doorstep when it started looping between San Francisco and Montana.. going back and forth between the 2 shipping centers. They somehow stopped the looping, but package could not be found. It has remained this way since, despite opening a Lost Mail Search and talking to people at the last distribution center of USPS.
I have been made whole entirely for this purchase by PayPal, which I am very grateful for. The purchase was protected by their policies.
The seller has gone completely AWOL a long time ago, his email is disconnected and he did not even respond to the PayPal dispute.
I will be forever curious what was actually shipped that ended up being "lost"... who knows.

no, I never miss something by Fedex. I have friend in that country, so last time, just pick it up locally.
