I'm trying to avoid paying both arms and both legs for a programmer + adapter ;)

The processor can be put in PROM mode, but requires a special adapter having a clock oscillator and reset circuit.  And some tweaks to the timing (for example, allow time for the processor to reset and stabilize).  The program/erase/verify specifications in PROM mode are the same as for the standard HN28F101 flash memory (DIP32).  I'm going to study my TL866 programmer (which claims to support NH28F101), maybe I'll get lucky and the power up/ down timing will be compatible.

"Factory" adapter is between $400 and $600:  https://www.dataman.com/dil32-qfp100-zif-hs3048eshf1h.html   :palm:

I've designed my own adapter board and sent it off to OSH Park :)
