That will get you just very old 30year old stuff. There is 2400 on bay now, but likely go few K$.

Like a 236? Got one. Technically, the price is a few hundred but 356 983$ is also "a few hundred" ;) Depends on your definition I suppose  :-DD

Seriously, though, feel free to shoot me a PM if you are interested.

What would be the most reasonable programmable DC power supply which can both source and sink currents up to 3 A?

Exactly like a 236!  :-+  I'll PM you within the next few days.  And a few hundred dollars to me is ~300-400

I'm not looking to get anything extraordinarily new.  Like a 236 or 237 would be fine.  The old more box-y form factor or the new slimmer sleek form factor works either way.  The 2400 series is probably going to be out of my budget, unless someone on here wants to hook it up

I think a 236 will also be out of range for 300-400 (typiccally these fetch around 700-800). Best option is going for a non-Keithley  or Agilent unit, because these are too well known and "everybody" seaches for those on Ebay.

Look for brands like Yokogawa and R&S. Typically these SMU are not labelled as "SMU", but also can source/sink and measure. A current example on Ebay if this one: http://www.ebay.de/itm/ROHDE-SCHWARZ-NGM01-POWER-SUPPLY-1x0-15V-2-5-5A-/302063684777?hash=item4654660ca9:g:mvUAAOSwFe5XztJL

but much better deals can be had.

I just noticed you are located in the US. In that case you have a better chance of finding an offardable keitley unit like a 236. I was more talking about europe...

If you're looking to source up to 3A, I have a Rigol DP832. Note the DP832A is the higher priced version.

There are often a few units on the Rigol clearance page here: https://www.rigolna.com/clearance/

If you need higher resolution or other options, search the forum for how to unlock features on this unit.

Dave did a review on it. I got mine off of the clearance page and am very happy with it.  IIRC, mine delivered was $410.

There still seem to be plenty of HP6632B supplies about, £50 to £100 if you're lucky.

I was actually just looking into getting a DP832A off their clearance page.  I was browsing the specs and I realized that the current resolution is poop compared to a SMU from keithley, specifically the 236.  So, with that said... I  think I am going to keep my search for a Keithley (or comparable) SMU with lower current capabilities.

The DP832A also is not capable of sinking current. It a very good power supply, but it is no SMU...

Maybe a Keithley 2303/04 will fit your needs. They sometimes sell for 2..300Eur.
Has source and sink capabilities.

Also member Magnum is selling a Advantest SMU some time ago. Maybe still available:
