The manual I'm reading says:
The DBGTAP is reset either by asserting DBGnTRST , or by clocking it while the DBGTAPSM is in the Test-Logic-Reset state.
What does assert means here

Assert means that signal is brought to active level. Guessing from the name, DBGnTRST is asserted when it is low.
