The difference is that back then only a limited amount of people could be tracked, despite comparatively huge intelligence agencies. You needed a lot of manpower for every single subject. Now information is raked in and everyone gets stuck in the nets. Current intelligence agencies possess more information about each of us than any 80s dictatorship could ever dream of. The Stasi had nothing on the NSA.

There is an episode of Black Mirror where everyone is rated. I am sure the series would be censored in China for that very episode alone.

Maybe an option to make them remove the cameras is start by confiscating all the properties, equities and foreign banks accounts that the Chinese political hypocrites and their families have abroad. Using technology, it should be easy to do. Currency is disappearing and property titles are electronic, so most "wealth" is just a number stored on a computer.
